CHAPTER VIII – PRICES

COLOMBO CONSUMERS' PRICE INDEX

             The Colombo Consumers' Price Index measures changes in the cost of a fixed basket of consumer commodities and services entering into the pattern of working class household consumption in Colombo. The formula used in the computation of the index    (including group and sub group indices) is Laspeyre's Price Index Formula. The year 1952 has been taken as the base year and the weights have been obtained from the results of a Family Budget Survey carried out among Colombo urban working class families in 1949 - 1950 by revaluing       the items at average 1952  prices.     

             The items included in the index are classified into 5 main groups, viz. Food , Fuel and Light , House Rent , Clothing and Miscellaneous for each of which , a group index is calculated.           

             Prices of the various articles of consumption entering into the budget of an average working class household are collected weekly, fortnightly or monthly by investigators in the open market as well as in the co - operative stores. In the case of most of the food items such as vegetables and condiment items, actual Test Purchases are made in the principal markets. Prices of textiles are also collected from C.W.E. as well as from private retailers.

The average of the 4 weeks prices is taken as the applicable monthly price.

GREATER COLOMBO CONSUMERS’ PRICE INDEX 

              This index is computed in accordance with the survey of Socio-Economic and Labour Force conducted by this department during the period of April 1985 to March 1986 covering the monthly expenditure of low income earner middle class families and low income earner families in the Greater Colombo area on the basis of weight age on first 40% of non food and food items.

             The selected goods and services were categorized into eight as Food and Beverages, liquor, tobacco, betel, and arecanut, housing, fuel and lighting, clothes and footwear, personally used temporary goods, household & health, transport & communications, miscellaneous (education, recreation and permanent items).    

            Greater Colombo area consist of Colombo Municipal Council, Dehiwala Mt. Lavinia Municipal Council, Kotte Municipal  Council, Kolonnawa Urban Council, Peliyagoda Urban Council and Wattala-Mabola Urban Council were selected for the computation of index and was based on calculations from January to June 1989.  Value of expenditure for the survey period was re-examined from January to June 1989 and average expenditure per month was computed.  During the base period the expenditure per housing unit for Rs. 2347.71 was considered as 100 and using the Laspeyre’s Price Index Formula, Colombo Consumers’ Price Index was computed for each month from July 1989.            

SRI LANKA CONSUMERS’ PRICE INDEX(SLCPI) 

            The Sri Lanka Consumers’ Price  Index  is based on the Household Income and Expenditure Survey conducted by the Department in 12 monthly rounds from 1st November, 1995  to 31st October, 1996.  The weights have been computed for food and non food items of the lower 80% of the total household based on the consumption expenditure at all island level considering the classification of individual consumption by purpose.  A period of three years from January, 1995  to December, 1997 was taken as the base period.  The average household  size  was 4.3 while the average monthly expenditure amounted to Rs. 4,785.96 per household in the base period.  Hence one index point value is equal to Rs.47.86
